Payame Noor University(PNU) was established in 1987, as the unique autonomous single mode distance teaching state university. PNU is under the Ministry of Science, Research and Technology, and the degrees it awards are all recognised by other national and international institutions and organisations. At the outset, PNU operated at a small scale but gradually it increased the rate of its expansion and development. The University is currently considered to be the most flexible and cost effective institution in the country, as well as being the largest state university in Iran in terms of students' numbers and coverage.

PNU offers four main types of degree programmes: Formal Degree Programmes, General Degree Programmes, Equivalent Degree Programmes, and External Degree Programmes.

Formal Degree Programmes can lead to either an Associate Degree or a Bachelors Degree (presently there are no MA, MS or PhD programmes available for students).

Programmes offered: Associate Degree in: Environmental Health, Library Sciences and Primary Education; Bachelors Degree in: Accountancy, Applied Physics, Biology, Business Administration, Chemistry, Computer Engineering (Software), Education, English Translation, General Psychology, Geography, Geology, Islamic Theology, Mathematics, Persian Language and Literature, Physical Education, Public Administration, Social Sciences and Statistics.

General Degree Programmes presented by PNU in 1994 were the first degree programmes offered by a state university in Iran. Applicants of these programmes do not need to take the National University Entrance Examination. General Degree Programmes are offered at Bachelors Degree level in 10 fields of study including Accountancy, Biology, Business Administration, Education, English Translation, General Psychology, Geography, Mathematics, Persian Language and Literature, and Islamic Translation and Primary Education associate degree level.

Equivalent Degree Programmes are exclusively for employees in the public and private sectors, and degrees awarded to this category of students will be recognised as the equivalent of Formal Degrees only by the sectors in which the employees work.

The Centre of External Degree Programmes is planning to offer different degree programmes of the PNU for Iranian people residing abroad as well as people of other nationalities. These programmes are correspondence courses which rely heavily on textbooks. The language of instruction is Persian.

The Division of Persian Language and Literature, which comes under the Centre, initiated its activities in 1990. It aims at promoting and disseminating Iranian culture throughout the world by launching programmes leading to Bachelors, Masters and Doctoral degrees.

Admission:
In order to be eligible for registration for a Formal Degree, applicants must:
1) be resident in Iran, and fluent in Persian Language (Farsi)
2) not be registered at any other accredited university at the time of enrolment with PNU
3) have at least a secondary school diploma
4) pass the National Entrance Examination.

To enter the General Degree Programmes, applicants are required to hold secondary school diploma with minimum GPA specified in relevant application form.

Services:
Courses are mainly based on self-study study texts, which are developed for the purpose of individual instruction. Almost all courses hold a limited number of class meetings during each semester. Generally speaking, courses carry one to four credit units, and the number of the face-to-face classes ranges from two to 16 hours per credit throughout a semester. Some self-study texts are supplemented with video and audio tapes. For a few science based courses, laboratory activities, practicals or field work trips are arranged.

Registration:
Payame Noor University follows a two-semester year; September to January, February to July. Registration is carried out at its Local Study Centres.

Statistical summary:
In the 2000 academic year there were approximately 186,000 students enrolled in degree programmes at PNU. These students are supported by 484 full-time academic staff, 5,185 part-time academic staff, 2,919 administrative staff. There are also 167 local study centres and units scattered throughout the country. The budget for 2000 is about USD 30 million, without considering public and private donations.
